The Bill makes provision for a range of road safety matters, including: Penalties and enforcement: graduated fixed penalties, graduated fixed penalty points and a new system of endorsement. Drink driving: includes new provisions for the worst offenders New offences: three new offences - (a) causing death by careless, or inconsiderate, driving (b) causing death by driving unlicensed, disqualified or uninsured (c) maintaining a vehicle which does not meet insurance requirements Driving standards: includes changes to the requirements and arrangements for driving tests, driver training and driving instruction.
